In order to implement the instructions of Mr. Zhou Qiang, President of the Supreme People’s Court, and learn more about Shanghai Intellectual Property Right Courts since its operation, a report and presentation meeting for the information construction of intellectural property rights (IPR) courts in Beijing, Shanghai and Guangzhou was held in the integrated control center of the Supreme People’s Court on the morning of April 9th. Ms. Tao Kaiyuan, Vice President of the Supreme People’s Court attended the meeting. With the aid of PPT presentation, Mr. Wu Xielin, President of Shanghai Intellectual Property Right Court, gave introductions of the court’s attempt of making connections, extension, intensification and innovations, on the basis of the platform provided by Shanghai High People's Court by sticking to the principles of contributing to case handling of judges, litigations of the masses, judicial transparency, judicial reform and decision-making management and by taking as the foundation the layout of “Three Courts into One”, the orientation of IPR courts development, and the trial features of IPR cases, and the general condition of information construction promotion, the construction of the high-tech court, the building of a case handling system or platform and the concept of advancing the transformation and upgrading of information construction in the next step. During the presentation, direct linkage was made in the integrated control center of the Supreme People’s Court to a live trial concerning trademark right disputes being handled in Shanghai Intellectual Property Right Court. This was a visual display of the technical edges of courts with high-definition technologies as well as the advantages in live broadcasting of trials by means of the PC Internet and mobile Internet. The presentation and report came as a complete success with fine overall effects. Speaking highly of the presentation, Ms. Tao Kaiyuan, Vice President of the Supreme People's Court, approved of Shanghai’s leading position in information construction on a national basis. After the report and presentation section and the following brief communications and discussions, Ms. Tao Kaiyuan proposed three requirements for work in the next stage. The first was to fully recognize and attach great importance to the significance of information construction. It was to be acknowledged that information construction, as an aid to trial and management, was an important method to promote judicial transparency and fairness, increase the trial quality and efficiency, serve the litigations and provide convenience for the masses. The second was to carry out information construction in a targeted manner by combining it with the features and patterns of IPR trials. The features of openness and transparency required the promotion of information construction, the realization of live broadcasting of trails and saving of all verdict documents on line via information-based means. Due to the high degree of internationalization of IPR trials, it was necessary to build with information-based methods China’s international image in this field. For example, bilingual texts written in Chinese and English are already available on the IP website of Shanghai. As an advanced and pilot attempt, it won acclaim from Mr. Zhou Qiang, President of the Supreme People's Court. It was required to reflect IPR courts’ function of promoting the judicial reform by means of information construction. The third was to stick to the problem orientation and the demand orientation in order to further enhance communication and integration in information construction. It was for everyone to think about how to build a pattern for information construction with the features of IPR courts in the future. The three courts should constantly carry out communications and establish an exchange mechanism in trial, management, team building and information construction to learn from each other and share information. Exploration and accumulation of reproducible and promotable experiences were to be conducted by integrating various resources including the Research Center for Judicial Protection of Intellectual Property Rights of the Supreme People’s Court, the International Exchanges Base (Shanghai) for Judicial Protection of Intellectual Property Rights, and the Court Case Research and Guidance Base for Intellectual Property Rights of the Supreme People’s Court, and by taking the information construction within IPR courts as the breakthrough point.
