On August 20, a ceremony was held in the court to first engage specially-invited supervisors. The first batch of 30 representatives from Shanghai Municipal People’s Congress, CPPCC Shanghai Committee, academic institutions, government agencies and organizations were conferred as specially-invited supervisors. Mr. Wu Xielin, President of Shanghai Intellectual Property Court, conferred letters of appointment and certificates of specially-invited supervisor on these specially-invited supervisors. Four representatives, Ding Jinhong, member of the National Committee of CPPCC, Wang Zhiyong, deputy to Shanghai Municipal People’s Congress, Yu Lan, member of CPPCC Shanghai Committee, and Tang Xiaotian, Deputy Secretary General of Shanghai Law Society, on behalf of all these specially-invited supervisors, expressed their commitments and determinations to participation and involvement in supervisory work and made some good comments and suggestions in terms of learning reinforcement, enhancement of the ability to perform duties, fairness and justice boosting, positive execution of duties, success in carrying out an assignment and offering of advices and suggestions. Mr. Wu Xielin pointed out that, in order to give full play to the role of the specially-invited supervisor, firstly the court should deepen the understanding of specially-invited supervisor practices, raise the awareness of actively accepting supervision, bring specially-invited supervisor's superiority and role into full play, increase communications between the court and the public, improve internal management standardization and thus further promote public confidence in justice; secondly three mechanisms, namely, information mechanism, communication and supervision & correction, should be established and improved to guarantee specially-invited supervisor’s rights to know and supervise and to ensure the actual effect of supervision; thirdly the specially-invited supervisor should be expected to act boldly, confidently and compressively and carry out supervisory work in an orderly and effective manner by conveying more information, proposing more advices and suggestions, setting up more communication channels and making good use of platforms, interactions and publicity campaigns.
