On the morning of August 2, the conference on announcement of the adjustment of major leaders of Shanghai No. 3 Intermediate People's Court (Shanghai Intellectual Property Court,  Shanghai Railway Transport Intermediate Court) was held, Cui Yadong, President and Secretary of Party Leadership Group of Shanghai High People’s Court, Tan Shangwei, member of the Administration Committee of Organization Department of Shanghai CPC Committee, and Guo Weiqing, Director of the Political Department, member of Party Leadership Group and Vice President of Shanghai High People's Court attended the conference.  Sheng Yongqiang, Deputy Secretary of the Party Leadership Group and Vice President of Shanghai High People's Court presided over the Conference. In the conference, Comrade Tan Shangwei announced the decision of Shanghai CPC Committee and the  Standing Committee of the CPC Shanghai Committee appointing Comrade Wang Qiuliang as the President and Secretary of Party Leadership Group of Shanghai No.3 Intermediate People's Court (Shanghai Intellectual Property Court, Shanghai Railway Transport Intermediate Court). Comrade Wang Qiuliang made a statement that he would stay true to his initial determination, live up to the expectation of the people and always remain sober-minded to act as a reform and development practitioner. He would also always adhere to the entrepreneurial spirit to promote the reform and development, and carry out work with a pragmatic style to be a man of action in the great cause of reform and development. He said he would unite and lead all officials and police officers to fulfill newer and greater achievements in the reform and development of the cross-administrative-division court and intellectual property court. President Cui Yadong indicated that the adjustment of major leaders of Shanghai No. 3 Intermediate People's Court fully reflected the attention and care laid by Shanghai CPC Committee on the work and cultivation of the leadership team of the court, as well as the trust of Shanghai CPC Committee on Comrade Wang Qiuliang. He proposed four requirements on the new leadership team of the court: first, make best efforts to build a sound leadership team, take the spirit of the important speech delivered by General Secretary Xi Jinping on July 1 as the guide to adhere to a firm and correct political orientation and play a good role as the leading nucleus and stronghold. Second, make every effort to put a strong bid for the trials, play the functional role of the cross-administrative-division trials and intellectual property trials so as to provide outstanding judicial services and guarantee for the economic and social development of Shanghai. Third, made best endeavors to the judicial reform with firm confidence, adhere to the problem-oriented principle, and try to achieve new breakthroughs in solving problems and surmounting deficiencies to be the vanguard and pioneer in the cause of fair administration of justice and judicial reform. Fourth, channel every effort to build an excellent team, and strengthen ideological and political work, adhere to the principle of strict management to provide strong and powerful organizational and personnel guarantee for fulfillment of various tasks per the characteristics of "integrating three courts into one for unified management".
