People’s Court (Shanghai Intellectual Property Court) to Learn the Spirits of the Sixth Plenary Session of the 18th CPC Central Committee

On the afternoon of November 2, Wang Qiuliang, Secretary of Party Leadership Group and President of Shanghai No.3 Intermediate People’s Court (Shanghai Intellectual Property Court, Shanghai Railway Transportation Intermediate Court), presided over the Expanded Learning Seminar held by the Central Group of Party Leadership Group to pass on and learn the spirits of the Sixth Plenary Session of the 18th CPC Central Committee, and the relevant requirements raised by Supreme People’s Court and Party Leadership Group Conference of Shanghai High People’s Court. The members of Party Leadership Group, deputy inspectors and heads of various departments of Shanghai No.3 Intermediate People’s Court (Shanghai Intellectual Property Court, Shanghai Railway Transportation Intermediate Court) attended the Seminar.  

The members of Party Leadership Group exchanged their experience of learning with each other and reached a consensus that, the Sixth Plenary Session of the 18th CPC Central Committee was a vitally important conference held at the critical moment of comprehensively deepening reform and deciding the victory of building a moderately prosperous society. The Session formally put forward that “the Party Central Committee with Xi Jinping as the core” was common will of the entire Party, the whole army and people of all nationalities and an urgent need for carrying on the great fight with numerous new historical characteristics and the great undertaking of upholding and developing socialism with Chinese characteristics. The Session focused on major issues concerning strengthening Party discipline and made new major arrangements for strengthening building of the Party under new situations, which is of great significance to and has far-reaching impacts on promoting the “Five-in-one” overall layout and the “Four Comprehensives” strategic layout.

The participants said they would further learn, understand and implement the spirits of the Sixth Plenary Session of the 18th CPC Central Committee and keynote speeches delivered by the General Secretary Xi Jinping by combining the individual work and life to guide the practices and improve the working results.

President Wang Qiuliang discussed his personal learning experience and raised requirements on and made arrangements for learning, understanding and implementing the spirits based on the current work practice. First, he required comprehensive understanding and accurate comprehension of the Session’s spirits and unifying the ideas and actions to focus on decisions and arrangements made by the Party Central Committee led by General Secretary Xi Jinping. The keynote speech delivered by the General Secretary on the Session took a broad and long-term view, had extensive knowledge and profound scholarship and should be accurately comprehended and digested. Second, he required comprehensive understanding and accurate comprehension of the Session’s spirits to strengthen and regulate the political life and supervision inside the Party as the foundation works for building the leading group and Party organization. It was necessary to enhance self-purification, self-perfection, self-renovation and self-improvement from the political, epochal, principle and militancy aspects; building of the Party Leadership Group should be strengthened, and the members of leading group must set an example in living double organizational life; the Party branches should implement “Three Meetings and One Lecture”, bring the superiority of system of democratic centralism and criticism & self-criticism into full play. Third, he required comprehensive understanding and accurate comprehension of the spirits of the Session and promote comprehensive development of various tasks such as judgment, enforcement and judicial reform. Efforts must be made in following various arrangements for learning and implementation of the Session’s spirits and combining the spirits of the Sixth Plenary Session of the 18th CPC Central Committee with those of the Third, Fourth and Fifth Plenary Session of the 18th CPC Central Committee as well as the series speeches delivered by General Secretary Xi Jinping, the speech given at the 95th Anniversary of Party Foundation and 80th Anniversary of Victory of the Red Army’s long march, and studies on “Two Studies and One Action”; it was necessary to pass on the requirements of strengthening Party discipline comprehensively to the Court’s team building, adhere to organic unity of strict education, management and supervision; it was necessary to make a spurt at the end of the year, accomplish the tasks of judgment and enforcement with quality and quantity guaranteed and be problem-oriented to find out the shortcomings, make up the short slab, solve difficulties and make plans for the works in the next year; efforts should be exerted in further deepening and implementation of judicial reform, accelerating promotion of judicial responsibility system, incorporation of the second group of judges into the Specified Number of Personnel appointed by the local people's congress and separation of judgment and enforcement; the 2nd Anniversary of court foundation should be availed of as an opportunity to further expand and deepen the phased reform achievements and further make clear the thought of development so that an answer sheet that satisfied the Party and people can be presented. 

Cao Zhenquan, Deputy Managing Director of Management Committee of Zhangjiang High-tech Zone, was also invited to the Seminar to present the overview on the National Independent Demonstration Area in Zhangjiang and situations of development of Shanghai Technological Innovation Center and promotion of rule of law.
