Recently, Member of the Political Bureau of the CPC Central Committee and Secretary of CPC Shanghai Municipal Committee, Han Zheng, and Secretary of the Party Leadership Group and President of the Supreme People's Court, Zhou Qiang, made important instructions on the Summary Report on Two Years' Reform Work of Shanghai Intellectual Property Court submitted by the Party Leadership Group of Shanghai High People's Court.

On the afternoon of March 3, Shanghai Intellectual Property Court held a working meeting to convey and study the spirits of the instructions of Secretary Han Zheng, President Zhou Qiang, SecretaryJiang Ping, Vice Mayor Zhao Wenand President Cui Yadong, and to lay down the implementation measures, which was attended by President of Shanghai Intellectual Property Court, Wang Qiuliang, Vice President Li Shulan and all police officers from No.1 Intellectual Property Tribunal, No.2 Intellectual Property Tribunaland Technical Investigation Division, as well as personnel from Case Acceptance Tribunal, Criminal Tribunal, Enforcement Tribunal, Trial Management Office, Research Office and other relevant departments of Shanghai No.3 Intermediate People's Court. Vice President Li Shulan presided over the meeting and conveyed the instructions of Secretary Han Zheng, President Zhou Qiang, SecretaryJiang Ping, Vice Mayor Zhao Wenand President Cui Yadong. Representatives of No.1 Intellectual Property Tribunal, No.2 Intellectual Property Tribunaland Technical Investigation Division talked about their learning experience combined with their practice and delivered speeches respectively on how to implement the spirits of these instructions to further promote the trial, reform and development of Shanghai Intellectual Property Court.

President Wang Qiuliang put forward four requirements on studying and implementing the spirits of leadership instructions. First, improve our ideological understanding and enhance our sense of responsibility and mission. Take the spirits of instructions of Secretary Han Zheng, President Zhou Qiang, SecretaryJiang Ping, Vice Mayor Zhao Wenand President Cui Yadong as an impetus to plan and promote the work throughout the year, and as a goal and direction for planning and promoting the reform and development of Shanghai Intellectual Property Court to a new level. Second, constantly enhance our awareness of reform and innovation, strive to become a pioneer of the judicial reform and innovative development, continue to deepen the reform of specialized trial mechanism suitable for intellectual property cases, and actively explore how to form trying rules for computer software cases, improve trial quality and efficiency, apply rules of evidence to patent cases, form rules on court appearance of technical investigators and form judicial administration system suitable for intellectual property trials, so as to produce more replicable and promotable "Shanghai modes" and "Shanghai experience". Third, give full play to judicature's dominant role in protecting intellectual property rights to make more contributions to serving the overall situation of the Party and the State. Further carry out the initiatives to serve the construction of Shanghai Technology Innovation Center, make efforts in every judicial link to solve the difficulty in intellectual property protection, and in particular, achieve new results in aspect of pre-litigation evidence preservation, tort compensation and enforcement, thereby making greater contributions to speeding up the construction of a globally influential technology innovation center and building Shanghai into an intellectual property hub in the Asia-Pacific region. Fourth, strengthen excellent team building to provide a basic guarantee for the long-term development of Shanghai Intellectual Property Court. In particular, judge should greatly enhance their abilities in fact-finding, acceptance of evidence, interpretation of laws and drafting of legal arguments to create more well-known judges and influential judgments. They shall pay more attention to improving their abilities in mass work, social communication, and technology application, so as to better promote the resolution of intellectual property disputes, application of achievements and improvement of credibility and influence of Shanghai Intellectual Property Court.
