On September 18, Mr. Wang Qiuliang, President of Shanghai Intellectual Property Court (SIPC), presided over a special meeting to discuss and study the work plan for the Scientific Innovation Research (Shanghai) Base for Judicial Guarantee of Intellectual Property of the Supreme People’s Court after its opening. The meeting was attended by, among others, Li Shulan, Vice President of SIPC, Chen Huizhen, full-time member of the SIPC Examination Board, and relevant personnel from the No.1 & No.2 IP Tribunals, Technical Investigation Office, Examination & Management Office (Research Room) of the court. At the meeting, all attendees studied the spirit conveyed in the speeches delivered by Mr. Tao Kaiyuan, Vice President of the Supreme People’s Court, Mr. Cui Yadong, President of Shanghai High People’s Court, and Mr. Song Xiaoming, Director of the IP Tribunal of the Supreme People’s Court. Summary was made for the proposals for work to be carried out at the Base from deputies to the NPC, CPPCC members, experts & scholars and representatives of enterprises. Centering around the planning for Base construction, discussions were carried out from such aspects as standardization of work mechanisms, influence increase from multiple channels, enhancement of in-depth cooperation with the Management Committee of ZJ Innopark and universities and colleges. Specific measures were proposed to lay a foundation for the next step of work. President Wang Qiuliang required that it was important to fully comprehend and get hold of the requirements of Vice President Tao Kaiyuan for the Base to serve its three functions; and that it was also important to further define the function orientation, activity form and achievement vehicle of the Base by implementing the Outline of the Judicial Protection of Intellectual Property in China (2016—2020) and following the guidance of the Supreme People’s Court and Shanghai High People’s Court. An operation scheme and an annual work plan should be prepared from a practical perspective to promote work in an orderly and effective manner.
