On the afternoon of November 28, ShanghaiIntellectual Property Court and Pudong Intellectual Property Administration signed a cooperation framework agreement on strengthening intellectual property protection. Chen Yajuan, Secretary of Party Leadership Group and Director of Shanghai Intellectual Property Administration, and GuoWeiqing, Member of the Party Leadership Group and Vice President of Shanghai High People's Court, jointly inaugurated the Studio of Judge Ding Wenlian, the National Adjudication Expert, and delivered their speeches. Wang Qiuliang, President of ShanghaiIntellectual Property Court, Li Shulan, Vice President of ShanghaiIntellectual Property Court, Lin Benchu, Director of Pudong Intellectual Property Administration, and other leaders attended the meeting. President Wang Qiuliang and Director Lin Benchu signed the agreement on behalf of both sides. It is an important move of ShanghaiIntellectual Property Court and Pudong Intellectual Property Administration to thoroughly implement the spirits of the 19^th CPC National Congress and the first session of the 19^thCentral Leading Group for Comprehensively Deepening Reforms, serve to guarantee the development of Shanghai Technology Innovation Center, respond positively to the demand of IP protection in technological innovation cluster region, and optimize the legal environment for technological innovations. According to the cooperation agreement, two sides will, by enhancing cadre communications, linking the functions of rapid rights determination, conducting mediation before and during litigations, carrying out circuit trials and key research projects, and establishing work coordination mechanisms, etc., strengthen mutual cooperation and liaison, promote the development of China (Pudong) IP Protection Center, and carrying out professional training, guidance and legal publicity services backed by Judge Studio, thereby enhancing the level of intellectualproperty protection.

Director Chen Yajuan put forward three wishesfor promoting mutual cooperation. First, implement the latest requirements of the central authorities on strengthening the reform and innovation in the field of IP trials, and strive to build a model area for IP reform and innovation; second, open up the whole chain of IP creation, application, protection, management and service, and by taking advantage of the functional platform of China (Pudong) IP Protection Center, speed up the establishment of a new mechanism for rapid IP protection and explore new ways for IP service innovations; third, focus on problems emerging during IP protection and transformation, make full use of the cooperative mechanism and mutual advantages to solve problems and respond to the needs of technological innovation personnel in a timely manner, and improve the role of intellectual property in guidance and protection. In his speech, Vice PresidentGuoWeiqing hopes that both sides will, focusing on the goal of serving the construction of Pilot Free Trade Zone and Shanghai Technology Innovation Center, deepen their cooperation, maximize the advantages of their respective resources, and promote the effective link-up between administrative law enforcement and judicature of IP, thereby creating a good IP protection environment for public entrepreneurship and popular innovation.
