On February 13, Shanghai No. 3 Intermediate People’s Court (Shanghai Intellectual Property Court and Shanghai Railway Transport Court) convened a Party leadership group enlarged meeting to convey and study guidelines of thecitywide political and legal work conference, citywide public complaints handling work conference and citywide court work conference, and mobilized and deployed once again on the work of the whole year. Secretary of Party Leadership Group and President Wang Qiuliang raised requirements in six aspects. First, focus on learning. We should take the learningand implementation of guidelines ofthe 19th CPC National Congress as the primary political task with Xi Jinping's report at 19th CPC National Congress and the second volume of Xi Jinping: The Governance of China as the focus, fully understand the conclusion “a people’s court is first of all a political organ”, keep a firm hold on the political, functional and working positions of people’s courts, arm the brain with President Xi Jinping’s socialism with Chinese characteristics in the new era and use it to guide practice and advance work, and be fully aware of our situation and tasks in combination with “great investigations” and our court’s featured investigation of “finding out shortages and strengthening weak points”, in order to work wellin case handling, service delivery, reform and team building, ensure a firm and correct political direction and keep advancing in reform and development. Second, focus on trial. We should unwaveringly uphold trial and enforcement as the center of work, give full play to the role of cross administrative and intellectual property trials in such aspects as cracking down upon gangs and vicious power, strengthening protection over intellectual property rights, creating a law-based business environment and building a government based on the rule of law, strengthen trial management, improve trial quality and efficiency, and extend trial functions in the forms of trial white paper, judicial advice, hearing live streaming, instrument publicity, etc. to increase the people’s sense of fulfillment, happiness, and security in judicial areas. Third, advance reforms. We should facilitate the comprehensive and integrated reform of judicial system, deepen the reform of centralized jurisdiction of administrative cases, innovate the rules of intellectual property litigations, and fully carry out the reforms according to the division of responsibilities and schedule. We should strengthen brand awareness, build brands, promote high quality development, and raise our influence and voice asthe pilot cross-administrative court and intellectual property court. Fourth, strengthen management. We should stick to problem and effect orientation, pay attention to coordinated and standard management, and put efforts in “accurate” management. We should define the management responsibilities of presidents and presiding judges, intensify meso management and dynamic supervision, optimize courts’ management of political affairs, improve ability in handling documents, meetings and businesses, and strengthen management over logistics and security with safety and convenience as the target. Fifth, application of information technology. We should develop, apply and give feedback on information technologies which are useful and applicable. Electronic files will be generated synchronously and applied profoundly to meet the litigation demands of the parties and the demands of judges for handling cases. Data will be uploaded to the network and cases will be handled online. Sixth, strengthen team building. We should improve skills, intensify skill training and post practices according to the overall requirement of building a “faithful, politically strong, responsible, competent and righteous” and “normalized, specialized and professional” team. We should advance the building of a cultural court to unite people, keep up spirits and lead teams with culture. We should always combine strict management and humanistic concern, improve discipline and conduct, keep opposing “formalism, bureaucracy, hedonism and extravagance”, offer better welfare topolice officers, remove their doubts, solve their difficulties in work and life, and reduce their psychological stress.
