29 Deputies to Municipal People's Congress Inspected Shanghai Intellectual Property Court

On the afternoon of November 28, 29 deputies to the Shanghai Municipal People's Congress, including Chen Libin, Chairman of the Legislative Affairs Commission of the Shanghai Municipal People's Congress, made an inspection of the Shanghai Intellectual Property Court (hereinafter referred to as SIPC). During their visit, Chen Yajuan, president of SIPC, accompanied the deputies to visit the functional areas such as the litigation service center, courtrooms, and mediation rooms, and had discussions with them for an exchange of views.

The deputies watched a documentaryon the work of SIPC, listened to the work report of Ms. Chen, and exchanged with each other. Ms. Chen briefed them on the basic work of SIPC; introduced the trial of cases involving intellectual property rights and thework plan for the near future, focusing on topics such as performing the duty of judging to safeguard the overall interests of the people, addressing "difficulty in producingevidence, low compensation, and lengthy trial" characterized byintellectual property right protection, building a soundlaw-based environment to protect intellectual property rights, and enhancing the influence of judicial protection. She also reported the problems and difficulties found in trials.

The deputies expressed appreciation for the endeavors effortsmade by the Shanghai Intellectual Property Court to tackle the "three problems" for the protection of intellectual property rights. They gave their opinions and suggestions on such aspects as theoretical research and talent pool on trial of high technology-related cases, promotionof publicity of SIPC, selectionmechanism for technical experts, and the development of SIPC. Mr. Chen expectedSIPC to play a bigger part in building a sound business environment and facilitating the country's opening-up to the outside world. Besides, he extended hopes that the Shanghai Municipal People's Congress could provide supervision and support to create a favorable environment for the development of the Court. Ms. Chen extended her gratitude to the deputies for their opinions and suggestions, and gave answers and replies to the questions proposed by the deputies along with some judges.
