 On the afternoon of September 6, according to the arrangement of the Supreme People's Court, 29 deputies to the National People's Congress from 5 delegations of Shanxi, Anhui, Guangdong, Guangxi and Henan paid an inspecting visit to No.3 Intermediate People's Court (Intellectual Property Court, Railway Transport Intermediate Court), accompanied by staff from the National People's Congress, the Supreme People's Court, relevant provincial people's congresses and provincial high courts. Mao Ronghua, Party member and Vice President of Shanghai High People's Court, persons-in-charge of relevant departments including the office, the judicial reform office, the information department, the administration and equipment department, the legal publicity department, etc. participated in the inspection. Under the guide of Wang Qiuliang, Secretary of the Party Leadership and President of No.3 Intermediate People's Court (Intellectual Property Court, Railway Transport Intermediate Court), the deputies to the National People's Congress visited the lawsuit service center, the mediation room and other places. In the exchange, the deputies listened to the procedures for filing a case and litigation, read the litigation guide, tried out the queuing machine for filing a case and the self-service machine, and were invited to hear a trial concerning a dispute over invention patent infringement with Ms Li Shulan, Vice President of Shanghai Intellectual Property Court, working as the Chief Judge.

After the trial, Zhang Tianruo, deputy inspector of the General Office and deputy director of the Liaison Office of the Supreme People's Court, presided over the interactive exchange. President Wang Qiuliang introduced to the deputies the trial work and judicial reform since the establishment of No.3 Intermediate People's Court (Intellectual Property Court, Railway Transport Intermediate Court), focusing on the initiatives of serving the overall interests and the trial mechanism reform. Zhou Xiang, a judge of deputy bureau chief level from No.3 Civil Tribunal of the Supreme People's Court introduced briefly the national court trial work concerning the intellectual property right from four aspects including trial achievements, reform and innovation, supervision and guidance and judicial transparency. Representative of Guangxi delegation Mo Xiaosha, representative of Shanxi delegation Ma Ruiyan and others made a speech. Ms Li Shulan, Vice President of Shanghai Intellectual Property Court, explained one by one the issues related to trials that the deputies were concerned about, introduced the practices of Shanghai Intellectual Property Court to solve the technical fact investigation issues of IPR cases through the "four-in-one" technical authentication and identification system, and proposed corresponding suggestions for intellectual property right protection in enterprises based on her trial experience. During the inspection, the deputies to National People's Congress fully affirmed the work of Shanghai No. 3 Intermediate People's Court (Intellectual Property Court, Railway Transport Intermediate Court) since its establishment and the achievements of all courts of Shanghai. Lin Xinhua, a representative of Guangdong delegation, commended that the judicial reform of Shanghai has formed reproducible and promotable experience with well-defined goals and effective measures, and is indeed a pilot role model and a prototype of the national judicial reform. Xia Yujie, a representative of Anhui delegation, advised to implement a strict IPR judicial protection, maintain the passion for innovation, and contribute to the change from "manufacturing industry" to "creating industry".
