Delegation Led by President WangQiuliang Visited National Eastern Tech-Transfer Center and Yangpu Technical Venture Center

 

 

 

On the afternoon of October 27, Mr. Wang Qiuliang, President of Shanghai Intellectual Property Court (SIPC), led a delegation to visit the National Eastern Tech-Transfer Center (NETTC) and Yangpu Technical Venture Center (YPTVC). The investigation was participated by Li Shulan, Vice President of SIPC, Chen Huizhen, member of the Patent Reexamination Board, Ding Wenlian, Deputy Tribunal Director of Shanghai High People’s Court, QianGuangwen, Director of No.2 IP Tribunal of SIPC, and the persons-in-charge of the SIPC Technical Investigation Office and Research Office. After being shown around the GO Makerspace and the Photoelectric Detection & Verification Platform of NETTC, the delegation had a seminar with Mr. XieJihua, Director of NETTC& General Manager of YPTVC, and personnel of the central leadership of the institutes. Mr. Xieintroduced some basic information about YPTVC, like its development history, achievements made and service concepts, and mentioned the difficulties and barriers it had encountered in implementing the requirements in the Law of the PRC on Promoting the Transformation of Scientific and Technological Achievements, in the hope of strengthening the cooperation with the courts in such aspects as promoting entrepreneurship and innovation. As was pointed out by Vice President Li Shulan, since SIPC is a court that mainly deals with, in a centralized manner, technical cases, to increase the investigations and research on technical transfer and technical transformation will be helpful for it to promote protection and utilization of IP rights from a judicial level, and to create a fine legal environment for the construction of a scientific and innovation center. President Wang Qiuliang extended his congratulations and appreciation for the achievements made by YPTVC, and briefly introduced the Scientific Innovation Research (Shanghai) Base for Judicial Guarantee of Intellectual Property of the Supreme People’s Court. He also hoped that YPTVC and NETTC might give timely feedback of the practical legal problems they come across in their technical transactions so as to jointly enhance research on such issues and actively promote the construction of the national strategy of a scientific innovation center.
