On the afternoon of December 20, Shanghai No.3 Intermediate People's Court (Shanghai Intellectual Property Court) held a symposium to commemorate the 3rd Anniversary of the court's establishment. Chen Yin, Standing Member of CPC Shanghai Municipal Committee and Secretary of Politics and Law Committee of Shanghai Municipal Government, and Cui Yadong, Secretary of the Party Leadership Group and President of Shanghai High People's Court, attended the symposium and delivered their speeches respectively. Shi Qiuqin, Member of the Standing Committee and Director of the Committee for Internal and Judicial Affairsof Shanghai Municipal People's Congress, Mao Ronghua, Director of Legislative Affairs Office of Shanghai Municipal Government, Wang Jiaosheng, Standing Member of CPPCC Shanghai Municipal Committee and Executive Deputy Director of Committee for Social and Legal Affairs of CPPCC Shanghai Municipal Committee, GuoWeiqing, Member of the Party Leadership Group and Vice President of Shanghai High People's Court, Lu Weimin, Member of Party Leadership Group and Director of the Political Department of Shanghai High People's Court, leaders of No.3 Branch of Shanghai People's Procuratorate, Shanghai Customs Anti-smuggling Bureau, Shanghai Intellectual Property Administration, Management Committee of Zhangjiang High-tech Industrial Development Zone, Pudong Intellectual Property Administration andShanghai Railway Transportation Court, etc., as well as members of the Party Leadership Group, director generals, all middle-level cadres, police officer representatives and retired cadre representatives of Shanghai No.3 Intermediate People's Court, were also present. Wang Qiuliang, Secretary of the Party Leadership Group and President of Shanghai No.3 Intermediate People's Court, were also present, presided over the symposium and reported the court work over the past three years. Chen Yin pointed out that Shanghai No.3 Intermediate People's Court and Shanghai Intellectual Property Court have the mettle to make innovations and are working solidly. They have not only accumulated valuable, reproducible and promotable experience in exploring the reform of cross-administrative-region courts and intellectual property courts, but also made outstanding contributions to implementing the national strategies concerning Pilot Free Trade Zone and Shanghai Technology Innovation Center as well as building Shanghai into four centers. He stressed that the courts should resolutely implement the decisions and plans of the CPC Central Committee, grasp the new requirements of reform and development in the new era, and make due contributions to speeding up the construction of a powerful socialist country governed by law. It is necessary to take initiatives centering around the central tasks, comprehensively serve the overall situation of Shanghai's economic and social development, and make efforts to build Shanghai into one of the best cities under the rule of law. It is also necessary to keep in mind the mission of justice for the people, strive to safeguard social fairness and justice, and improve people's satisfaction and access to justice. The courts should persist in pioneering and innovation, stay firm to carry out comprehensive and integrated reform of the judicial system, and give full play to the exemplary role of new people's courts. Furthermore, it is imperative to insist on strict management, build a high-quality and professional judicial contingent, and constantly improve their ability and level to perform their duties, so as to accumulate more practical experience to promote the reform and development of cross-administrative-region courts and intellectual property courts.

Cui Yadong pointed out that Shanghai No.3 Intermediate People's Court and Shanghai Intellectual Property Court are significant outcomes of the reform of the judicial system. Over the past three years, they have no fear of difficulties, dare to take their responsibilities, dare to be the first, and have made outstanding achievements in reform and development. It has been proved by practice that the establishment of cross-administrative-region courts and intellectual property courts is successful, reproducible and promotable. The next step is to continue to deepen the reform of cross-administrative-region courts, continue to push forward the reform and innovation of IP trials, focus on the overall situation of Shanghai Municipality, give play to the judicial functions, and strive to be the vanguard and pioneer in judicial reform and innovative development in the new era.
